Participants will know the difference between flash
floods and backwater or stream flooding.
Participants will be familiar with typical forecast
lead-times and emergency personnel reaction times associated
with each type of flood.
Participants will be able to use Mesonet data,
radar precipitation estimates and stream gauge reports to
recognize the precipitation patterns appropriate to each
type of flood.
Participants will be familiar with, obtain, and be
able to interpret forecast products produced by the Storm
Prediction Center, the NWS Arkansas-Red River Basin River
Forecast Center, and the local National Weather Service
Office with warning responsibility.
Participants will be aware of, display, and apply
WWW flood-related information disseminated by OK-FIRST, the
Arkansas-Red River Basin Forecast Center, the Tulsa District
of the U.S. Army Corps of Engineers, Oklahoma District of
U.S. Geological Survey, area National Weather Service
offices, and the Oklahoma Mesonetwork.
Participants will understand the weakness of
tipping-bucket rain gauges at high rain rates.
Participants will understand how the bright-band
effect causes abnormally high radar rainfall
estimates.
